Since they're going to spend so much money...
Why not take high-tech fences to the limit? I'd not just rely on high tech sensors (be it ground or air based), i'd couple motion sensors laser-guided with chain guns. Also would be neat to use a combination of hidden pressure plates and laser tripwires with good old fashioned land mines... While they're at it, why not arm those unmanned recon vehicles with nasty smart bombs or missiles. I'm outta ideas for guarding against digging underground though...

Pardon my dark side... I just had to let it say something... grin
