Why bittorrent isn't overlooked like other server like applications.
Bittorrent is a resource hog like no other just like other P2P services. The fact is, uploading a single file like maintaining your webpage or go to my pc or a simple file sharing protocol is a temporary thing that only a few node connections are involved. P2P services connect to many nodes as much as 25,000 with supernodes and is on 24/7. So bittorrent is more like a server than those other applications. You are not releasing resources to other folks so they can use the services that they paid for. Just like the power company will not let you use appliances that constantly blow fuses at the transformer and shutdown other people in your neighborhood that use that transformer also. So you will have to use your arc welders somewhere else. Even if cable companies were to upgrade the bandwidth, bittorrent would just suck it up all over again and we would be right back to square 1. P2P services is just doing a denial of service attack from within, and no network should have to be forced to put up with this. It should be spelled out in the contract what the TOS with P2P services, though.
