I am sure Comcast is like RoadRunner
You cannot be a server with a dynamically assigned IP address. I once used kazaa a long time ago before RIAA got POed about file sharing. The next day after downloading a bunch of lousing sounding songs that got deleted, I got a email from RR offering to upgrade to Roadrunner business class for about $80 per month. I got the message and read their terms of service and verified it with my friend who works for them. You cannot be a server on a residential account and that is what bittorrent does, or any other file sharing program. By the way, at the time, kazaa was about 4 times slower than a direct download before the QoS system took over. I don't see why any legit person would bother. It has always been slower than axle oil in Alaska. Nothing but a node hog. But Comcast has to be upfront about it.
