If the cellphone tracking information is good enough to provide as evidence in court, it should require probably cause.

Likewise, if it is not good enough to provide as evidence, it should be disallowed. Just that simple.

In short, we all want tracked when it comes to 911 necessity, but nobody wants tracked in ANY other situation.
