ID is dangerous
The Spanish approach to ID like the French is at a very basic level, Spain like the US has constitutional protection for its citizens (the only problem is the US amends its constitution to get round this). In the UK we have no such protection and the UK government is introducing an ID that will erode our civil liberties, all data held on the National Identity Register will be made available to all to all Government departments (central and local). The UK ID card programme will use biometric technology and store fingerprints, retina scans and now there are proposals for a national DNA database. The ID register will store an audit trail of where and when the card was used, what services where obtained and so on...

If this doesn't sound like a infringement on privacy then I don't know what does.
