Far too common.
So common in fact, The Simpsons did a whole bloody episode on it several years ago. The one about Kongressman Krusty if memory serves me. The only way he could get his bill HEARD, let alone passed, was to paperclip it to a bill that would NEVER be turned down. Sick, isn't it?
