Only in the UK?
USA students have been stealing each other's work since the dawn of time. I read about this problem in 1998 (regarding using the web). In college, students had copies of essays and tests for others to "study".

Supposedly, back in 2000, there was a tool teachers could use that would search the web for so-called copied essays. Professors have been using them for years.
