Ah, a victim of it's own success
in both the freedom in expansion and the push in improved/used technologies, the question is how hard to come down on the users and providers without losing mainstream interest and support, especially in a world of growing amateur and independent content providers who often aren't even looking at money as their claim to fame. And rattle the sword too much and maybe fall back under the scrutiny of community standards and supposed loss of freedom of speech rulings.
