Heck, My first OCR program worked off of images...
You used a scanner to create an image file that was subsequently scanned by the OCR software for text. You could play with the darkness of the scan to eliminate the background image, if there was one, in the picture. How is a newspaper story with text printed over the main picture of the article, scanned in through a scanner and in saved as .TIFF file, different from what Google is trying to patent?

I used to do dozens of OCR scans like that a day.
