Temperament
The reason is simple and discouraging.

Dr. Paul is "Rational" temperament just like the vast majority of people in tech fields. Rationals only comprise about 7% of the population.

The vast majority of "public servants" are of "Guardian" temperament which makes up about 42% of the populace. These people, while being masters of logistics, tend to be focused on structure and hierarchy and tend to have a much diminished sense of logic or principle...they are not philosophers.

The framers of our constitution were predominately Rational, which is something that has not happened in the formation of any of any other country in history, as far as I know.
