Technology did well during the Clinton era despite the efforts of Clinton, not because of it. There was an incredible amount of bad legislation that gave preferential treatment to a handful of powerful high-tech and media companies. People saw their personal rights and privileges greatly reduced, and small innovators saw many doors slammed in their faces during this time.

Finally, Bush took great advantage of the spying and police powers created during the Clinton administration. Today's modern police state didn't begin with Bush, it began with Clinton under the "old" War on Drugs. Bush just adopted and expanded it for the new War on Terror. The ultimate affect is still the same: the War on Freedom.
