The problem isn't regulation, per se...
But one inescapable fact: Lawmakers are not required to repeal two obsolete laws for every new law they put on the books.

If they were required to do that, we'd not have some of the most laughable laws still on the books, including (Washington, DC) it being a jailing offense to double-park a horse... I suppose it made sense in the 1700s and 1800s, but not in today's age. Could cite other examples (areas of the South making it a jailing offense for a man to have a mustache, etc.) but it's not totally germane to this discussion as a whole.

Yes, SarbOx has done very little to help anyone. Ditto for most of the other regulations passed in haste after Enron, et al, but the idea of the entire internet winding up like China's access to the Internet has (they hold up to 90% of the spamming servers, yet their people are all but prohibited from the Internet) is highly repugnant to me.

Spamming should be made illegal all over the world, since it does nothing but choke out the real, legitimate marketers out there, ones who have opt-in lists. And CAN-SPAM has proven somewhat effective, surprisingly.
