What is being forgotten here is that someone has to actually pay to provide the Internet service and bandwidth. You pay your ISP for hosting (or suffer serious amounts of adverising) and a charge to use broadband.

Generally, the idea is that the more you use (petrol, carbon emmissions and so on) the more you should pay. If not then all the light users are subsidizing the heavy ones, and that is not a plan that will last long! Never has, never will.

What is amazing is it seems that you need law to allow normal commercial practices to operate. Now that must be a first?
