Escalate The Issue
I don't know who you are talking to at Cingular, but you should be talking to their boss, or better, someone in their security organization. If you are just talking to a level 1 or Level 2 support person in any company, they are very limited in what they can do. What you are talking about rises to the level of crime, using their facilities, and believe me, they have people on staff whose job it is to stop and solve such stuff, you just have to escalate the issue.
