NSA has copies of all calls?
There are well over 4 - and approaching 5 - Billion wireless calls made per day in the US. Just tracking the Call Detail Record for who-called-who, when, and for how long, for billing purposes creates some of the largest databases this side of particle physics work or geophysics. Adding content to the equation would add a couple orders of magnitude to the storage requirements - the equivalent of, oh, all the disk drives made every year in the world. Maybe the NSA has secret disk drive factories and area 51 is really a data center, too.
