Perhaps illegal file sharing should be prevented...
But this isn't the bill to include it in. Congress is forgetting something very important. Many of the technologies for sharing files (and for the internet in general) were developed at these same universities by a bunch of smart students and/or researchers.

Do they really think that it will take more than a few months for someone to come up with a brand new way of doing the same thing that there is no filter or block for? Besides, many of the students who do this probably live off campus anyway, and use their apartment's or a local ISP. Only about 20-30% of the student body even lives on most college campuses.

Sounds like they're just giving some lip-service to the RIAA/MPAA

Why don't they write a law that makes sense instead of wasting time and trees to print a bunch of pamphlets stating some policy that will likely be ignored anyway.

Ever heard of a proxy server? See? That didn't even take two months.
