I should think it would have to be
If Tiffany can't even tell if a full 22% of the products they have in their possession from eBay are counterfeit or not, how would they expect someone, say a company that specializes in the management and promotion of an online marketplace, to have that expertise? It seems foolish at best and dangerous at worst.
