MPAA and RIAA double-dipping
I doubt this language will survive the House, let alone the Senate.

There is simply no way to make the policy fair and equitable for all involved.

Why should a school pay for a campus-wide subscription?

Many of the kids may already own CD/DVDs for much of the music/movies in the catalog. Clearly, schools will pass the cost of subscription on to every student in the form of a new fee. Why should a student pay a fee for a service that offers much of the same music/movies they (or their families) may already have? And, what happens when they leave school? Obviously this content would not be "portable". Are former students then expected to pay again to obtain the content? Why, if they've spent the past four plus years paying fees for it? Should they not have the right to continue to listen to, and view, the content once they've graduated?

Are the MPAA and RIAA suggesting that double-dipping is an acceptable practice? Is the industry hoping to use this sort of trickery to move to a pay-to-play model?

That's just one example of why this language cannot and should not make it into the final bill.
