Here is a better approach. YouTube is shut down until they are able to enforce policies. If several $$$ billion a year in income isn't motivation enough then there is no reason to open it again. Let the people raking in Billions every year solve their own problems. As I have said earlier, it sure seems to work with night clubs and pulling their license.
