Do they shutdown and destroy a government park because people go there to kill someone and leave their body in the open?

no... they monitor the place more, increase police presence to find the people doing bad things and get them put away.

In nightclubs, you have a private business that must use their best abilities to protect the patrons inside. This could mean having metal detectors, having X number of security gaurds for Y numbers of people, and generally why clubs have a specified number of allowed patrons at one time.. public safety.

The clubs get shut down, because only the wrong crowd continues to gather, and the club is not seen as being effective at curbing the problem that wouldn't normally otherwise be there if the club wasn't there..

(then there are noise statuates and other things to consider too)
