A human can't check for copyright
but can make a fair assessment of whether a video is legal.

Google/youtube have a terrible reputation for anything can be put up whether its legal or not and its the 'communities' responsibility to ensure it. They may cut the mustard in the US it won't pass in Europe.

Maybe it is now time for pre-approval of any video clips going up?
