Wider applications

I like your idea of making the prospective parents have to work for the privilege of bearing children. Anything one has to work for is likely to be valued more than a free gift. You concept has wider applications, though: Any privilege, especially acts which affect society as a whole, should not come for free. They should cost effort, time, and commitment. I'm going to get in deep doo-doo for this, but socially significant privileges to which this applies would include things like voting and owning firearms, as well as driving a motor vehicle.
