In the Venezuelan case, government is currently building an alternative ocean cable link (which includes Cuba) to overpass the US-based telco operated undersea networks such as AT&T-Cantv Americas I and II, the access to the Maya ring and even Arcos which Venezuela has access to; and to Global Crossing's; so, it may have a fierce control over the Internet access to antigovernment content down here.

Even though the Internet solely exist throughout NAPs located within US, Venezuela's government have hired Cuban technicians to build the undersea network -despite their lack of experience in everything telephony-related.

Sadly it seems to be that we're going to have the same medicine Cuban nationals are having in Cuba, down here, rather soon
