Yes, some low-level gumint functionary could do that, but Mao-Mart and McDonald's clerks do the same. Check the odds.

Now picture some mid-to-high level functionary willfully info of all kinds to smear political opponents for political gain? It's been done before, and these people are, after all, slime.
