Every company makes a choice as to how they want to advertise and sell their products. Billboards don't reach the blind. Radio ads don't reach the deaf. A website is primarily a graphical medium. Blind people can't see it--that's part of being blind. If Target wants to make their site text-based so that a screen-reading program can read it, thereby making it accessible to blind shoppers, that's commendable and will be appreciated, but it should not be required, just as billboards are not required to have barkers to read the ad aloud, and radio stations are not required to hand out flyers explaining what deaf people missed on the airwaves.

A side note: Realistically, does it matter? Target sells a lot of clothing and housewares. Would you buy a shirt based on this description: "Long-sleeve red and blue floral print shirt." Someone else is probably going to be there to shed more light on the pictures anyway.
