Democracy works great when you are in majority
Some how I don't think blind people amount to a majority. So we have laws in place for treatment of minorities like the blind. It's not a case of take your business elsewhere, that does nothing. So Target has 100,000,000 customers and 1 blind person decides not to shop online there. How many customers does that leave? Is there any reason for Target to change their behavior for few blind customers being upset with them? I don't see it personally. Target will just ignore the minority and continue business as usually. Hence the reason for a law.

Now I'm all for this. Why? Because blindness is something that could happen to anyone. I'd much rather things be in place and working for the off hand chance that some accident occurs that leaves me blind. That and quite honestly it's the right thing to do.
