It's a trivial task
There are standards in place for this sort of thing and it's trivial to implement them. Implementing these standards is not noticeable unless you have the software and hardware so this is not an issue of reducing functionality for the sighted to the level of the blind. I have no sympathy for a company that doesn't do basic stuff like making site available for blind when it will cost them nothing.

Now if making something available to small minority like the blind comes with a cost then I can understand. When talking cost I mean real cost not peanuts. Like if it cost a place $100,000 to make my place Wheel chair accessible I can fully understand why they wouldn't. If was a cost of $5 then I'd expect they should.

As for dumbing down, that's what they do for TV. They dumb it down to most common denominator. I started watching a couple BBC programs and was shocked at the difference. This sort of thing isn't happening in terms of websites.

Here's an example. You post picture on web page along with that picture you put text. The text is never seen unless you configure you browser to so. Back in dial up days you used to set your browser to not load images and you got the text because it was faster and if you want the images you could allow it for a certain site. Now the blind use that text which describes the image. It's just laziness to not put a description in behind the image.
