... all it would do is create a great big huge heaping opening for someone ELSE to steal their business away.
If I were the competition, I wouldn't fear Google RAISING ad rates - I would be scared out of my socks that they would drastically LOWER ad rates, undercutting the competition and forcing them to drop their rates to compete.
Seriously, how many people do you hear complaining that a competitor is coming to their market with prices 80% higher than your offering?
