Maintaining the Staus Quo
Without the ability to collaborate freely, expect no change. [In America, it's called "Freedom of Association".]

Limit the ability of the populace to collaborate, and you squelch any opposition before it has an opportunity to gain any momentum.

Limit our access to different philosophical and political thought and the Status Quo is protected.

If the sharing of our thoughts can be controlled, or at least mitigated, then the current "powers that be" have less to worry about. It is only in joining together, sharing ideas that we pose a threat to the current Staus Quo.

Open your eyes a little bit wider. Any governing body - and not just Hitler - knows this and will do all in its power to supress potential opposition.

Long live contrarian thought.
