What happen to Innocent until proven guilty
You are assuming that everyone who downloads songs is stealing. If you own an album you are allowed, by law, to make a cassette copy of that album for your personal use. A person can can also possess the mp3 versions of the albums by the same law. It's easier to download an mp3 than to transform a vinyl album into an mp3. I am sure that many people who download songs are downloading songs that they have on other media. Not all are crooks.

You are also ignoring some fine legal points here. If the Feds get the names of all people who have downloaded, they could assume that they are all illegal copies and they will levy fines against everyone unless they can prove otherwise.

They have all ready done this. There's a case of a man who was caught with $29,000 in cash at the border. The Feds assumed it was drug money and seized the cash and arrested the man. Later the man was released, but they held on to his cash until can HE can prove it was not for illegal purposes.

It's the thin edge of the wedge being driven in deeper.
