It's still pretty stupid
Aside from the OS the software runs on the fact that the software is local to the PC mean it can be bypassed easily. This is really STUPID!

Also using a computer is not a privilege. It's no more a privilege than anything else we take for granted from watching TV to going for a walk or riding a bike. The law can enforce prohibitions as part of a sentence such as denying a person convicted of armed robbery to posses a gun or telling the person they can't consume alcohol. It has nothing to do with privileges.
