The ISPs who operate the mail servers could end this problem virtually overnight if they weren't such moronic sheep.

OK...maybe not overnight, but in as much time as it would take to have everyone get an identity-trusted digital certificate with which to sign their mail. It could be implemented on both the sending and receiving ends. For the ISP-sourced outgoing servers, no message could be sent without an identity-trusted signature.

That would put an end to a huge volume of spam, but it wouldn't stop all of it. The remainder would be filtered by the incoming servers -- and not just ISP mail servers...the incoming server of everyone who didn't want to receive spam. If there's no identity-trusted signature on the message, it doesn't get through to the Inbox, and it bounces back. End of problem.

Yeah...it would take some time to educate the average Joe Sixpack user and get everyone set up, but so what? Somehow, most people have been able to grasp the concept that they need positive identification to drive a car, open a bank account, fly on an airplane, and do any number of other normal, everyday functions in society. Why shouldn't the same be true of sending e-mail? Either you have a legitimate reason to send messages to people who want to receive them, or you don't. If you do, you won't mind identifying yourself as the sender. If you aren't willing to identify yourself positively, you have no business sending the message in the first place.

The only people who could possibly object would be those who don't want to take responsibility for the messages they send...in other words, spammers. But the idiot ISPs persist in squandering their own bandwidth and server capacity by allowing the continuing flood of spamscams from the moral reprobates whose cause they willingly aid and abet.
