I'm not so sure
Song writers write lyrics and they license them to singers. So it's not like they are the big rock stars rolling in cash.

Now if you saw someone taking you work and making money off it wouldn't you want a part of the pie. Maybe that's what needs to be done here. If someone makes X dollars then a percentage of X dollars goes to the copyright holder. So if it's zero dollars then a percentage of zero is zero.
