In most cases it's a fan site host by a free hosting company. The adds on that page don't go to the person posting the lyrics they go to the hosting company.
This really muddies the waters here. So a fan putting up copy of the lyrics is not doing so for commercial gain. They may even have an Amazon link on their page, it's not to make money though. I do that too, then I use my own link to buy a book and I gain from using my link. So it's really not commercially intended though if it becomes a popular site then I could gain accidentally. Then there is the hosting company. If my site is hit lots they gain too. The person posting the lyric is not posting it to gain commercially and the hosting site was always commercial to be with.
The problem I see here is that posted lyrics on their own don't produce revenue. They are really worthless. But when someone post them on a hosting site that offers free hosting supported by ad revenue the lyrics begin to generate revenue. The lyrics could be posted by the copyright holder but that doesn't draw viewers. What draws viewers is the fan site that happens to have the lyrics. I know I don't just search for lyrics I look for info and fan sites are great for that. The lyrics there are just that an added bonus.
Now if you have site that commercially hosts a database of song lyrics that is generating revenue off that then nail them to the wall. But if you're talking about a fan site generating revenue for free hosting services that's a little different.
