I think VanFossen is a little mixed up. Copyright law allows for this kind of copying. I can take quotes out of other books and put them in my book. It becomes plagiarism when I fail site sources. It's not copyright infringement and it's not illegal if I site sources.
Now if I take a copy of the whole work then post it on my site it doesn't matter if I site sources. That's illegal under copyright law. So taking say a picture would be illegal but taking quote of some text would not be.
This is often confused and adds to the problem of copyright infringement. You always have the people who will infringe but then you add honest peope who just don't understand to that group and it get very big very fast.
It used to be simple to quote out of book. You found the text you wanted to quote and you copied verbatim into your <ocument. You then put it in quotes and reference in the footer to site where the quote came from. Now you have digital documents that are filled with so much more than just text. You have picture, backgrounds, code, and more that don't fit the old model of how you did things. You could take the pictures out of the book back in the old days for example. Now you can. Also you could quote the entire book without doing a lot work. Now it's as simple as clicking mouse. I think what's happening is people are just taking what you used to be able to with pen and paper and extending it to the internet.
