Compose their own?
Internet Broadcasters that produce mostly or all voice broadcasts can of course limit or eliminate their music expenses by composing their own music (say for bumper music), (or) could use music -- bumper or not -- that is clearly already in the public domain.

It is possible that Internet Stations could make "deals" directly with the original source... the musician's and bands themselves (?)

Music Internet Radio stations of course will bear the brunt of these fees, otherwise.
