IT IS THE PARENTS
When you look at it, it is the parents fault for not talking to the kids about sex and what ever else they want to know. If kids don't know about it then they are going to go out and try it for themselves (and ultimately will fall pregnant not knowing what precautions to take) but if parents talk to the kids and tell them all they need to know including what can happen if precautions are not taken then there is a greater possibility that the rate of teenage pregnancies will drop as the kids are better educated and also maybe the governmentmight want to rethink the education system and maybe add "Sex Education" as well to help with educating the kids. So it starts with the parents talking to the kids then the parents banding together and seeing the relevant government authority to change education.
