when you quote statistics, try to get it right
Shanghai has a population of around 20 million. The official pop is only for registered residents. Furthermore, 20,000 teen pregnancies is perhaps a 200% increase, being almost unheard of in even recent years. Obviously, I can't quote anything very definitive here because if the gov keeps such records they won't tell you what you need to know to understand. I've lived in Shanghai for 14 years, and have come to the conclusion that a lack of sex education and moral direction has led to this problem. Fourteen years ago I attempted to introduce my students, college age, to the issues of AIDS and unwanted pregnancies, for example, being immediately convinced they were clueless, I was stone-walled. Only recently, has anything constructive been attempted along these lines, kind of like the proverbial 'closing the barn door after the horse has run away.' Of course they are going to blame someone else for the problem, that's the way here.
