California knows how to deal with the tech moment of truth because it dealt with it during the Gold Rush. After gold was discovered, miners from all over the world came to California and struck claims. It was then as it is today in silicon valley.
Back then, the miners didn't want to contribute to Californian society. They were not interested in becoming citizens. They were interested in extracting wealth which eventually - perhaps a decade, perhaps more, they would bring back as hero's to their home countries. They even set up businesses to support miners with the idea of eventually selling those and taking wealth back to the home country.
The solution then is the solution now. A prohibitive tax was placed on non US citizens who wanted to work in the mining industry in California. Those who were not interested in becoming US Citizens simply went away.
Lets look to a similar solution. We do not need any more European coders who develop WORD, then split the US and return to Europe as heroes. The resource being mined in tech is one of our own creation. It is born of US freedoms not found in other countries. It is born of the public commons - our airwaves, our Internet.
Einstein rejected the citizenship of his birth country. Let H1-Bs follow this example. Seriously lets bring back the tax and stop pretending that H1-Bs are working towards citizenship. The exceptions, the Einsteins, will present themselves.
Let the others change their own ecosystems or watch the USA dominate the economies of the world for 1000 years. China, like Dubai, isn't even close to competing, because the resource, what is being mined in technology, is based on freedom of thought and expression. IE Web 2.0 doesn't tolerate dictatorships.
