Controlling W3C Standards
Safari was the first browser to pass the W3C compliance test (ACID 2) way back in 2005.

This answers the market and user requirement that browsers be standards compliant, otherwise the user experience just gets hashed. Controlling the Standards is part of the battle going on now. MS wants to control browser standards so that IE maintains it's market share and continues to provide a communications/marketing channel to millions of satisfied IE users.

Microsoft just became the head of the W3C standards body. Apple, Mozilla and the others are trying to ensure the integrity of the work they have done over the last few years, without MS changing the standards to favor Microsoft exclusive technology. One of the current provisions that MS wants is that any browser with less then 10% market share does not get a seat at the table. Apple is at 5%. Boosting share ensures Apple's participation in W3C.

The second battle is that Apple is approaching a "tipping point" with switchers. If it can provide iTunes related features/benefits available only through a Safari browser, then
it will provide incentive to download Safari to use in addition to IE. The idea is that if you like Apple Software, you will probably like Apple hardware, and eventually upgrade your Dell to a MacBook Pro.
