Low-tech
I'd like to give a quick example supporting Frank Mighetto's statement that "if an employee wants to goof off or do harm they will find a way without technology."

One of my previous employers made a decree that employees are not to bring their own laptops, PDA's, or smartphones to work, stating that they are a security risk, and emphasizing that such devices could be used to make illicit copies of the company's customer database. As I pointed out to them, a far more convenient method of doing this is already at hand, in the form of a printed hard copy, or by implementing the use of a pencil and paper. Sometimes it seems the low-tech solutions are ignored while the hi-tech risks are blown out of proportion. If someone really wanted to steal the company's customer database they could find a way to do it without using a laptop, PDA, or smartphone.
