Uh. What century are you living in?
If this guy owes so much money can't they basically confiscate all of his possessions, then force him to pay the rest by some other means? Be it community service or jail?

Er..Dude.. Debtor's prisons were done away with. This is the 21st century. Not the 19th.

And besides, they already took everything worth anything away from him - namely the 5 houses he fraudulently bought. It's called foreclosure. That he's got a few sticks of furniture, some clothes, maybe a car or two, and such isn't going to come close to repaying the 2.2 MILLION the guy's rung up.
