We're all in trouble
I just read both bills and from the current wording it appears to me that all web sites are in trouble. Both bills refer to downloading programs into the user's computer without consent. Well...The HTML code of a web page is definitly a program. No where in either bill does it say that the act of visiting the site conveys consent to download the basic HTML of the web page. Therefore, when HTLM code for the web page is loaded into the C:\Documents and Settings\username\Local Settings\Temporary Internet Files folder, as it must do before being displayed, the web page operator has just broken the law even if there is no malware involved.

Perhaps I'm being too technical and nit picking here but, I frankly do feel that the politicians are qualified to write such laws for us.
