The point has already been made, but I'll reiterate - consumers are already taxed for internet access.

dial-up or DSL - you're paying myriad taxes on phone service.
cable - same deal.

Lastly, I agree that if taxes are paid on internet sales, it should be where the business resides. Some states have joined forces in what they laughingly call 'steamlined' tax initiative, requiring that sales tax be paid in the state where the buyer resides - destination tax, they call it. It's complicated, and requires the purchase of extremely expensive software to keep track of each state's rate. It's ridiculous, stangles small businesses and encourages tax dodging.
