Regarding advertising
The paper(s) could broaden the advertising reach of their clients or they could set up something to prevent the search engines for indexing their site/content via a robots.txt file. I described the robots.txt file in the How much of the content on the news sites is AP? post, which would effectively stop search engines from indexing some or all of the content (depending on the directories that they have been place in and if the content is managed through a database).

The papers have several options as per advertising revenues generation, though. They could just place static advertisements (banners, etc.) or they could use a ad server (for example OpenAds or another similar (commercial) product and constrain access to pages via geotracking technologies (an example being the city database form MaxMind). There is a chance that they have not evaluated these options yet.

As per charging rates, they could have 2 tiers pricing model (paper, on-line), which exists on several other publications (newspapers). I have not followed what the deltas in price (if any) or if it is purely an opt-in type deal (as in? I want to advertise via the Web rather than just on paper/physical media?). The retailers that use the paper may also have their own web sites, which effectively are also being used to drive sales of products and services, yet Sam Zell probably is not thinking about that possibility (as it may not have any effect on the revenues generated from the publications).
