Card Catalogs
You can still find cabinets that housed library card catalogs in antique stores. My point is that this ship sailed a long time ago. In the absence of a new law, there isn't anything that can be done. If Google or anyone wants to summarize a printed work for review and index purpose they can. It has been this way for hundreds of years.
