Well, the authorities would probably get the IP address from the ISP - so somewhere along the line the convicted person would be revealing their name if doing this from home. It doesn't prevent them from using a public Internet installation, of course.
They could not use their own computer, because WGA has that pretty much sown up in terms of snooping.
It would then be up to the local police beat to look in every Internet cafe and check... Then, in the name of "protecting the child" everyone who wants Internet access will be issued with a RSA device (like some banks have) to provide a unique account decode.
"National Security" and "Child Protection" are the stalking horses against civil liberties, and of course anyone who questions the motives of the authorities is intrinsically suspect.
Aldous Huxley had it right in "Brave New World".
I am expecting the knock on the door at 4:00am tomorrow. But then, they might not call tomorrow because that would reveal just how closely they are watching everybody's "free speech".
