It would be draconian to stop all publicfile sharing because of some piracy
This very talkback would have to be banned in case copyright material was exchanged without permission of the owner.
Likewise all home pages, all email, all FTP. All of it, stopped.
You might as well turn the internet off now.

Or alternatively, people with your views could think of other business models.
The irony is that video, games and so on are diminishing in importance in people's lives.
Apparently females are now the biggest online users (and are watching TV / videos less and less). Mostly they are shopping online, or talking via discussion boards (which would be not permitted in NoAx DictatorsVille - stop talking you will buy my copyright video content).
