So, I wonder (and I am certain so does Congress) how if they can keep child porn, hate videos, etc. from being on YouTube why can't they do it for copyrighted work?

They're not saying they can't do it for a copyrighted work. There's no safe harbor for child porn. There's a safe harbor for copyrighted works. It's in the law, even if Viacom didn't intend it when its lobbyists wrote it.

And I wouldn't be so quick to assume Congress will make sure the law doesn't provide the safe harbor. I know you read about how agog the committee members were about the technology. No safe harbor? Goodbye to all that, and it's contribution to the economy.
