That's a stretch.
The govt has blatant evidence of his misconduct plus he admitted to it. He committed fraud.

Regardless of any other reason that anyone had to fire him, he gave them all the reason they needed to get rid of him. Everything else is a moot point.

It is common sense to seek more information when you notice something not being right. Using google to search for info is not unreasonable.
